There are also many apps in Chinese, some of them with partial support of English. Try "Joy Chinese Mahjong" - it has choice between "Hong Kong Mahjong", "Chinese Mahjong" (this one is actually MCR) and "More" (various regional variants in Chinese).

For Riichi there are two great apps that come to mind. One is Kemono Mahjong it has a ton of good beginner options like adding numbers to tiles and letting you reference the yaku list as you play.

Mahjong Time has Hong Kong, Chinese, Riichi, and American. I believe they are testing Wright-Patterson as well. I don’t know if it has everything you are looking for, but it’s worth looking into.
