Icons cannot technically be changed, its the launcher that serves the icons, and is the only thing responsible to. Any app to change icons does so via creating a shortcut, and altering THAT icon, so you cannot put them in the drawer.

There are also many plugins you can choose from on PS as well that seems to include themed app icons. Hex Installer is paid though as well as most of the plugins (but kinda cheap and not really that expensive, imo). If this still doesn't help, I hope you find better alternatives.

If you own a Galaxy device, you can try GoodLock/ThemePark. You'll be able to change icons' shape and color and resize them. Other than that, Galaxy Store has plenty of themes and icon packs available.

But after giving in and trying out the Nova Launcher I CANNOT recommend it more. It's basically the exact same thing but with all UI customization you could ask for. Example below, before & after.

Check out Nova Launcher, I use it on all of my devices, great customization and supports icon packs of course. If you are applying Samsung Icon Packs, you need to just go into settings and press reset customization in Nova.

You can make custom icons in Nova. Also, there's Total Launcher. It's the most customizable.

Try Omega Launcher. You can choose app icon from gallery.

Go to Gumroad (website, not app) and search “icon pack”. You can then set the price filter to $0 max. You’ll enter your email and price ($0) and can download them to your iPhone files as .pngs.
