Icons cannot technically be changed, its the launcher that serves the icons, and is the only thing responsible to. Any app to change icons does so via creating a shortcut, and altering THAT icon, so you cannot put them in the drawer.

Check out Nova Launcher, I use it on all of my devices, great customization and supports icon packs of course. If you are applying Samsung Icon Packs, you need to just go into settings and press reset customization in Nova.
