That's very common. The fall detection of Apple (didn't test the one from Android) is absolutely not reliable. For seniors I would rather go with an active system like LifeAlert which they can actively press and then use some passiv monitoring (e.g.

Unfortunately I don’t think there is an app that would be able to do that. Fall detection works by monitoring the watch sensors, which an app wouldn’t be able to do all the time.

I think we’re paying about $35/month for the monitoring with fall detection. It’s certainly one of his pricier subscriptions but when you compare it to a Netflix subscription and the value of being able to reach a live person who can call for help, it’s worth it.
