I did see Pocket Crochet in my Google searches and it looked pretty good. My only reservation is that - though they do have an iOS and Android app - they don't sync. It's all on your device.

You might also use a good, commercially published (that means one you pay for) pattern as an example. Highly recommend patterns from Darling J'Adore as examples of very well-written patterns.

I use Knitting Chart. I can open pdf and images, create chart for crochet and knitting, or use it as just a counter. And I can even import from Ravelry. There is a free version, but I paid to unlock everything and it was worth it. No subscription, just pay it once.

Circular needles are worth it because you can use them in place of straight needles as well. And you don’t need to buy an expensive interchangeable set, you can get fixed circulars in the size that you need. There are inexpensive sets, though.
