If you’re willing to take a picture of every page individually, I’ve always had good experiences with CamScanner. They offer a paid version where you can scan two pages at once, but I imagine you could use their non-paid version to do the same thing as a “regular scan” instead of a “book scan”

Can’t you just download like the Libby or hoopla app and connect it to your library card and see if the book is on there? Then download it to your phone? Or you can check kindle and buy it and download it to your phone?
